二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格折扣。（2）扶持殘疾人福利性單位，并將其視同小微型企業； (b)Qualification requirements to be met to implement government procurement policies:(1) Support for small and medium-sized enterprises (SMEs): This project is not specifically targeted at SMEs, but during evaluation, products from small and micro-enterprises will enjoy a 10% price discount. (2) Support for welfare units for the disabled, treating them as micro-enterprises; (c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）； (c)Specific qualification requirements for this program:(III) Must be a legal person or non-legal organization established according to the laws of our country (this project does not accept branches participating in the procurement activities under their own names); (IV) Subcontracting is not allowed for this project.
