二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向小微企業采購，評審時，小微企業產品均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of small and micro enterprises, and no price discount will be implemented for the products of small and micro enterprises during the review. (2) welfare units for the disabled, and regard them as small and micro enterprises. (c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單； (c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 3. Subcontracting is not allowed for this project. (i)符合《中華人民共和國政府采購法》第二十二條的規定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
